City utilities lowest in AB, says report

The Director of Infrastructure Services will present a report Thursday to Lethbridge city council acting in its role as Economic and  Finance Standing Policy Committee on utility rate comparisons of communities across the province.

Joel Sanchez’s report is one of several items on the agenda which starts at 9 a.m. but will go into closed session for most of the morning.

The report will show a comparison of residential and commercial utility rates in Lethbridge versus other Alberta municipalities.

It will state that overall, Lethbridge has the lowest combined utility costs of similar sized communities. The report will eventually be uploaded to the City’s website and shared with community stakeholders.

A table to be presented shows that, for residential usage in 2025, 600 kilowatt hours costs Lethbridge users on average $84.83. This is higher than other communities listed, aside from Okotoks, where the average is $94.60. Charges for similar usage in Medicine Hat is $56.10, $65.76 in Red Deer, $65.75 in Edmonton and $75.25 in Calgary.

However, water usage of 20 cubic metres per month on average costs Lethbridge residents $38.48 while people in Medicine Hat pay $58.75. The charge is Red Deer is $57.70 and $46.10 in Okotoks. Calgary residents pay $45.82 monthly for the same water usage while Edmonton residents pay  $62.90.

Month average charges for sewer of 20 cubic metres per month is $37.64 in Lethbridge versus $56.88 in Medicine Hat, $53.20 in Red Deer. Okotoks residents are charged $45.70 while Calgarians pay $42.80 and  Edmontonians $59.02.

The cost of monthly garbage collection for a 240-litre cart is $24.75 in Lethbridge, $28.25 in Medicine Hat, $26.25 in Red Deer, $34 in Okotoks, $26.71 in Calgary and $43.95 in Edmonton.

In terms of total monthly charges, Lethbridge ranks the lowest of those six communities at $185.70, followed by Calgary (190.58), Medicine Hat  ($199.98), Red Deer ($202.91), Okotoks ($220.40) and Edmonton, which has the highest monthly costs of $231.62.

In terms of commercial rates, Lethbridge also ranks the lowest in terms of monthly charges at $9,513.35 followed by Medicine Hat at $13,697.07, Calgary ($14,829.54), Edmonton ($17,193.17), Red Deer ($19,724.05) and Okotoks ($19,737.10).

A message in the report from the Lethbridge Electric Utility notes that one of its challenges is balancing the role of wire service provider with that of being a consumer advocate for residents and  businesses. The LEU notes it isn’t a retailer itself and can’t purchase energy directly from a generator, offer blended products or have customers sign energy contracts.

“Nevertheless, we attempt to provide energy at the most reasonable  price possible, in compliance with provincial legislation,” the statement says.
