Council votes to let CLUCC have its say

Lethbridge city  council on Tuesday voted 7-2 to approve an official business motion calling on it to give the Citizens of Lethbridge Urban Chicken Club a chance to speak at a future meeting of the Safety and  Social Standing Policy committee.

The motion was made by councillor Mark Campbell.

An amended motion called for the invitation of health experts to speak  about the benefit and detriments  of urban hen farming.

Campbell’s motion stated that the agenda review committee of council  denied a request by CLUCC to make a presentation on their project and that any council member can draft an OBM to be considered by council.

Therefore with SPCs being set up to let community groups express their voices, and to allow the public to provide input and information to council, that the group should have a chance to be heard.

The motion notes a majority of council members has to be agreeable to allow a presentation to be made at an SPC.

CLUCC is a non-profit organization which has expressed that interest  in an urban hen program has increased here.

Among Alberta cities known to allow hens are Calgary, Airdrie, Red  Deer, Edmonton and Grande Prairie.

CLUCC has been drafting a proposal outlining details of such a program  here. The Social and Safety SPC heard last November from Regulatory Services manager Duane Ens that the City was been working with hen advocates to present a program to the SPC at a later date.

Ens told council the organization has seen changes since discussions with the city and he wasn’t sure who is leading the charge for chicken  farming.

He said administration discussed numerous items including health that  CLUCC needed to address if it was going to appear before a meeting of council.

Councillor Rajko Dodic stated his opposition to allowing the  presentation, citing among his reasons health concerns.

Councillor Ryan Parker, chair of the Safety and Social SPC, told  councillors this situation highlighted flaws of the SPC system – that council as a whole could vote against a recommendation made by the four councillors who comprise one, which would waste the work they spent addressing a matter. But he supported the resolution because the concept of SPCs is to allow members of the public to speak in favour of or in opposition to  matters, a sentiment also voiced by a couple of his colleagues. But Parker wanted to have as much expertise as possible available at a CLUCC presentation.
